Biography's of the Principals of
HR Business Consultants

Don Campbell, Principal Partner & Founder

Mr. Campbell served as an investigator and a mediator for the Equal Employment Opportunity Commission (EEOC) from 1978 to 1999 when he retired after more than 36 years of Federal Services. Mr. Campbell was one of the original mediators for the EEOC and received his training at a recognized Mediation Training Center. Subsequent to his retirement he joined a Human Resource consulting firm and in June of 2000 left to found HR Business Consultants with Mrs. Terrie Ozaroski. Mr. Campbell has had considerable experience is all aspects of human resource work, including training and training program development, and is very skilled at resolving work place problems. Mr. Campbell has investigated thousands of cases and has mediated over 350 employment cases during his tenure with the EEOC.  Mr. Campbell also has considerable work related experience in a number of other fields such as Accounting and Photography.

 

Don Fobian, Principal Partner & Co-Founder

Mr. Don Fobian has been a professional in the field of Human Resource Dispute Resolution for over 12 years.  He has mediated over 400 cases in employment and other subject matter.  Mr. Fobian has also facilitated more than fifty large group matters where entire company departments or faculty have had issues regarding their workplace environment.  He has had specialized training in ADA and Sexual Harassment matters. While attending Thomas Jefferson School of Law, where he earned his Juris Doctor degree in 1996, Mr. Fobian studied Employment Discrimination Law.

For the past nine years, Don Fobian has been and is currently an adjunct professor at Chapman University College, teaching Conflict Resolution and Negotiation in the masters degree program for Human Resources and for the undergraduate program for Organizational Leadership.  He is also an adjunct professor at San Diego University in the International Security and Conflict Resolution Department and in the Criminal Justice Department.  He has been teaching at SDSU for over six years.

Don has been a trainer in the field of mediation and facilitation for the San Diego Mediation Center, the City of San Diego Human Relations Commission, Mediation Training International, and the La Jolla Center for Dispute Resolution, where he was Director of Mediation, Facilitation and Public Training.

Mr. Fobian is a member of the Board of Directors for the California Dispute Resolution Council (Mediation Legislation Chair) and ADR - San Diego (Secretary).  He is on mediation panels for the EEOC and the U.S. Postal Service's EEO program.

 

Mr. Kingma, Attorney at Law

Mr. Kingma is an Attorney who has been practicing in the employment law area for over 25 years.  He recently retired from his position as Assistant Legal officer for Manpower, a leader in the staffing industry, and now provides consulting services.

He has substantial experience in subjects which are common to any workplace situation, including co-employment, independent contractor status, discrimination, wage/hour compliance, performance management and employee relations.  He developed a legal compliance training program for management which resulted in a dramatic decline in discrimination charges and other forms of liability.  He specializes in reducing liability through the development of preventative practices, procedures and training and the prompt resolution of workplace problems.

Mr. Kingma obtained his Juris Doctor degree from DePaul University College of Law in Chicago and is a member of the Illinois State Bar Association, the Wisconsin Bar Association and American Bar Association.  His article, "Tips on Reducing Co-Employment Problems When Utilizing a Staffing Service (CCH, 2000), proved to be one of the most popular articles published by CCH on its online Global Employment Law Library.
